		<description>We can replace every bus with a new efficient hybrid model, we can add light rail or maglev trains, we can create charging stations for plug-in electric vehicles, but what if we do all of this and nobody uses them?  Okay, maybe they will get used eventually, but then extra subsidies would be needed to maintain these things because the revenue just wasn&#039;t there.  The point is, even when you crunch the numbers and see that one project shows a better value than another project, that doesn&#039;t mean that there wasn&#039;t an even better project out there that won&#039;t happen because the government thought it could spend the money better.</description>
