I just want to try to get across to the concerned people that might be reading this column that there are enough stipulations in place on this legislation that will keep the cost down below what it may at first appear to be.  I also read that the &quot;clunker&quot; must be in working condition, the car must be registered as of the end of 2008, and it must be continuously insured since then as well.  It will be almost impossible to take advantage of this without being a legitimate buyer.  The only thing I would have liked to seen on the green side would have been an mpg restriction on the new car.  Nothing under 20mpg or something like that.  that way people aren&#039;t replaceing clunkers with new clunkers.  Oh, well, nothings perfect...</description>

Actually, the car companies --boohoo-- aren&#039;t the only ones in trouble. I lost my job last October and have been doing freelance work since. Therefore, I&#039;m on an incredibly tight budget and don&#039;t want to shell out a couple hundred extra a month in car payments.

So yes, a more fuel efficient used car would be a better option for me and others like me, who can&#039;t afford to take on more debt.</description>

BUT, from what I have read it is only for cars 84 and newer.  This makes no sense to me.  I have an &#039;82 Volvo that I would love to see crushed and the recycle value of my car is much higher than something made &#039;84 or newer.



Therefore I will settle for a used vehicle...</description>
