If I don't remember bad it's about 1 million cars until 2015. The Government go to Seat (spanish car manufacturer sold to Volkswagen some years ago) and Volkswagen for partnership. They were not very interested. Then they talk with Nissan-Renault, and as this article says, all were excitement and "let's go work".
